UNIDO ITPO Tokyo, in cooperation with the Government of Japan, has launched the “Industrial Vocational Training Programme in Africa and Asia through Technology Transfer from Japan”. The programme aims to transfer the technology and knowledge of Japanese companies to local engineers and vocational trainees in Africa and Asia, contributing to human resource development and sustainable industrial development in those countries. The programme is divided into two phases. In the first phase, instructors who will serve as trainers for the local training are invited to Japan to undergo a TOT (Training of Trainers) programme. In the second phase, the trainees who return to their home countries become instructors and conduct the training locally. To ensure that the transferred technologies take root sustainably, the programme adopts a TOT scheme where local trainers are developed rather than having Japanese companies directly provide human resource development on-site.
In Morocco, with the increase in industrial waste, there is a growing demand for the appropriate incineration equipment and specialized personnel who possess the incineration expertise. To address this issue, UNIDO ITPO Tokyo has selected CHUWA Industrial Co., Ltd. as a partner in this programme, working to transfer Japanese smokeless incineration technology and related operational management expertise.
In April 2025, four trainees who will lead local vocational training in Morocco arrived in Japan and completed a 10-day TOT (Training of Trainers) programme under the guidance of CHUWA Industrial Co., Ltd. The trainees included Ms. Lamiaa Illoul, an Environmental Engineer from Morocco’s public vocational training organization OFPPT, Mr. Hicham Raji, a Hydraulic Engineer from OFPPT, Mr. Jalil Marzak, Director, and Dr. Ali Kettani, Associate Director, from ECOES SARL, a company specialising in medical waste management, which will be responsible for hands-on training on an incinerator. In total, four trainees participated in the TOT. Note: Part of the costs associated with their travel were covered by CHUWA Industrial Co, Ltd.

Training Content
During the programme, a comprehensive curriculum was designed to cover various aspects of Japan’s waste management methods and incineration technologies.
Theoretical Training (Conducted by CHUWA Industrial Co, Ltd., and external instructors)
- Classification and types of waste
- Types, structures, characteristics, and combustion suitability of incinerators
- Furnace load and capacity of incinerators
- The science of incineration and the principles of smokeless incineration
- Exhaust gases generated during incinerator operation, measurement equipment, and Japan’s exhaust gas regulations
- Waste storage methods
- Methods for utilising hot water
- Combustion calculations, waste composition, types of exhaust gases, and gas volume calculations
Practical Training
- Incineration method demonstrations and hands-on practice
- Tour of the incinerator manufacturing facility
- Installation techniques and operation practices for incinerators
- Site visits to waste treatment facilities and collection/transportation processes
In the latter part of the training, the participants paid a courtesy visit to H.E. Mr. Rachad BOUHLAL, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Morocco to Japan, where they presented the results of their training and engaged in discussions on waste treatment technologies. On the final day, Mr. Hideki Murakami, Deputy Director of UNIDO ITPO Tokyo, and Ms. Chinatsu Hosokawa, the programme assistant in charge of Morocco programme, visited CHUWA Industrial Co, Ltd., where Mr. Murakami presented the trainees with their certificates of completion.
Preparations for the Training in Morocco
As the next phase of the programme, the four trainees will act as instructors and conduct training for at least 100 vocational trainees and industry personnel in Morocco. The smokeless incinerator necessary for practical training will be transferred from UNIDO ITPO Tokyo to ECOES SARL, and it will continue to be used for human resource development and the management of medical and industrial waste even after the training is completed. The local training in Morocco is scheduled to take place after May 2025.
